					<description>I've been a witness the the Police Department's casual attitude about law enforcement too many times.  I've seen law after law broken in front of them (I'm not talking about someone smoking a joint - I'm talking about all-out brawls of gang members) and no response from the police who are standing RIGHT THERE.  

Having a casual conversation while any thug in the city can get away with murder is unacceptable.  The police department needs to take responsibility and DO THEIR JOBS.
