They, as well as WalkSF, think the countdown is to tell them how much time they have to start crossing whereas it is for people off the curb to finish. This prevents traffic from turning right, causing back-ups, congestion, and air pollution from idling vehicles.

Actually, I think you’ll find WalkSF has the laws regarding this issue clearly posted on their website. Vehicle code 21456 spells out the regulations regarding this issue. Now, if we can get drivers to start practicing the same ideas (IE, yellow doesn’t mean put the pedal to the floor, etc) we’ll be in great shape.
