My suggestion is to enforce existing laws, such as parking meter (no feeding), traffic laws for cars and bicycles (driving in bus lanes, red light runners, stop signs, stopping before turning on a red light), etc. and other things such as pedestrian and bicycle safety, availability of meters and spaces, etc. would improve. I drive a lot and find no one enforcing any laws. I believe parking meters are good for retail neighborhoods (2 hour limit), and garages are too expensive and not always available. Enforcement of existing laws would conceivably pay for itself and bring money into the city coffers. Cars are necessary and convenient when one needs to do several things in several neighborhoods (or cities) in one day. The bus system does not provide a complete answer to my transportation needs. I find it more efficient to do things by car but do use the buses when possible.
