If I thought an increase in city taxes by 1/2 percent would produce the desired goal of a clean city and pay the homeless for good work, I would gladly pay it...??  

I have lived in many urban centers on the east coast and the amount of trash and litter here is astounding by comparison.

Obviously, people are the litter problem.  That must be changed.  Throwing money at a problem or hiring more clean-up people might help, but we need a real clean-up SF campaign so that anyone who litters feels like the jerk they are....

People must be educated that littering is not an acceptable behavior.&lt;ul&gt;&lt;li&gt;&lt;label&gt;Overall Rating&lt;/label&gt;: 1&lt;/li&gt;
