Smog checks are clearly not being enforced very stringently judging by the foul smoke that comes out of some cars and motorcycles.
Motorcycles should also need to be more quiet. They cause most of the traffic noise in the city and often have poorly tuned engines that must emit a tremendous amount of greenhouse gases.

Let’s clarify the issues raised by this post: air pollution and noise pollution.
For air pollution, San Francisco has a troubling problem with motor vehicles that do not meet the emissions standards required by law. This applies to trucks, cars, motorcycles, and terribly polluting two-stroke bikes like Puch. One does not have to wait long in the city to see the foul smoking tailpipe of a polluting car.
I propose that the city enforce the law on emissions, and remove these vehicles from the road. Ideally I would like to see congestion pricing, and a stronger policy on auto emissions.
I have no idea how this information is used, but polluting cars can be reported to the Bay Area Air Quality Management District here:

Noise pollution is also a problem, caused mainly by motorcycles with after-market mufflers. These are not necessarily poorly tuned, nor excessively polluting. They are, however, loud and disturbing. Noise pollution laws should be enforced for these vehicles.
