There are an unacceptable number of delays on the Metro. On Metro lines from Caltrain (formerly N, now T and J), trains have to wait for as much as 10+ minutes to enter the tunnel between Folsom and Embarcadero, and then often stop multiple times in the tunnel before reaching Embarcadero station. The situation is similar for the J and N entering the tunnel at Church St. Separately, passengers waiting for a given line may wait for 25+ minutes while multiple trains for every other line pass. This is because trains on a single line (e.g., N Judah) bunch up, and instead of having even headways, will have a train with a 25 minute headway, followed by another train just a couple minutes later.
This is how I would fix the problem:
1 - At Embarcadero station, prioritize entrance to the station for trains already holding passengers– don’t make those passengers who want to exit at Embarcadero wait in tunnels so that empty trains can enter the station
2 - When trains reach termini at Embarcadero or Balboa park, they should be re-dispatched on the line most in need of a train at that time, not necessarily the line they were previously running on. E.g., a M train reaches Embarcadero. It turns around to head the other direction. There was another M train just 3 minutes ago. However it’s been 15 minutes since the last N. The just-arrived M train
