Problem - Citizens of our city have become accustomed to running their dogs off-leash throughout many areas of our city that are not designated as off-leash areas. Quite often, off-leash dogs, behaving as dogs do, interfere with and detract from the enjoyment of other citizens in our public open spaces.
Solution - Enforce the law.
