Make it mandatory for each business and each household to have garbbge service. AND work with Sunset Scavenger for people to get rid of access garbage. That would stop some of the illegal dumping and people who are too cheap to have service at all to use neighborhood cans. New York has pickup for all, and their city is very clean.
