Problem: There is alot of garbage in the park, alongside walking trails, etc. and alot of it is generated by the homeless that live in the park.
Solution: Offer a paid garbage pick-up program to people much like the 5 cent can redemption program. Give people garbage bags and based on weight, give them an amt of money for the pick-up. You will find that the ability to make some money will motivate alot of people to start picking up trash–much like the way I see people collecting disgarded soda cans.
