Do sufficient copmacting. Use a pneumatic tamper mounted on a backhoe which can exert more force than the hand held tampers.
After initial tamping, water the area and let it sit (under a cover plate) for a day or two. Then tamp it again before applying asphalt.
Will this cost more than the present approach. Yes, but the work will last a lot longer and not add unnecessary wear and tear to the public’s vehicles. Nor will the city have to send out a repair crew.
So, in the long run it will probably cost less to do a thorough job than the incomplete one now being done.
Furthermore you won’t have to respond to Chronicle Watch complaints from angry citizens.
The Public Works Dept. should personally inspect all street repairs and keep track of the problems and who caused them (city, PG&E, cable co.). If it was city employees then retrain them. If it was other companies make them pay to fix the problem.
San Francisco used to have smooth streets with a MUCH smaller city budget, so don’t say that it’s a lack of money that causes the potholes.
