A law aimed at the perpetrator, not the property owner/victim. Also, the law must have a strong enough sentence to matter, or there’s no point bothering to try and enforce it. An estimate should be created for all costs pertaining to the apprehension including: painting over graffiti, police officers, judges, court reporters, secretaries, prosecuting attorneys pay and costs, etc., all jail costs including food, electricity, janitorial, etc. They should pay for everything - taxpayers shouldn’t have to pick up the tab. If they’re under 18, their parents should be held accountable. If they own a house or a car, their property should be seized by the city until their bill is paid. If the bill is not paid within a given time, the property should be sold. If they don’t have property to cover the costs, they should be forced to work for the city painting over graffiti and cleaning streets and parks for a long enough period of time to matter to the perpetrator. Again, if the perpetrator is under 18, the parents should also be required to take part in doing this work for the city.
