Since the Cruise Terminal project has failed, why not develop the pier into an outdoor concert hall similar to the Chicago waterfront concert space designed by Frank Gehry? This would be a great addition to the city and the infrastructure is there already with AT&T Park and Muni. The setting would be world class by the bay and the bridge. The retrofit in the pier should be less for an outdoor concert space compared to a full building. A public and private partnership could provide funding.
