Poll citizens to obtain average hour of departure for work. Raise base DPT parking time to start no earlier than average. For example, my street bans parking from 6am to 8am; typically, I leave for work at 8:00am. Set street cleaning start times no earlier than, e.g., 8am (or whatever the average departure time is for citizens).

Those are actualy EST, so it is more like 3:00am -5:00am.
