Last night while I was watching the evening news, I was made aware of the congestion problems your city is having. Then few ideas came up in my mind that could lighten up the load.
My first idea, How about a new type of public transit just for the most congested areas of your city? My idea was based from the city of Hong Kong; they have a type of public transit which is like a mini bus, which services every part of the city. These mini bus benefits over buses because they are faster, more frequent, and contain less passengers. Is almost like a 16-24 seated taxi concept, without the cost. Maybe your city can have a few from Bart or Muni stations to the most congested areas for a try?
My second idea is build a huge parking garage on the outskirts of your city. Can start one close to HWY 101 on the south side, then if it works, expands it on the north side of HWY 101 and on HWY 80 before the bridge. The parking garage must also provide passengers a huge bus/mini bus station with the routes of the most congested areas next to it. The idea is that one passenger in the parking lot is one less car in your city.
