The Gun Buy-Back program should be 24 hours, year round and available in all police stations. A person has short temper to shoot may be attracted to a short wait of money, too.

You can give a man a fish and feed him once, or you can teach him to fish and he will be fed for a lifetime. Why take away a persons gun and pay him once, when he can use that gun and pay himself for a lifetime?
