Clearly shopping karts are the reason people are homeless, they just enable them. Without the shopping karts what else are these people going to do except get a job. I think it's a great idea. Isn't it considered thievery to take a shopping cart away from the grocery store? This would be an easy law to enforce. It would be interesting to see what the homeless come up with to replace shopping carts.
