Easy - Have those that own the shopping carts (Safeway, etc) reclaim their property. Even in this Politically Correct City, it does not take a very smart person to actually institute this smart solution. Come on guys, get some ba***. We voted for you because of that! This is actually a federal issue within the jurisdiction of the Bureau of Reclamation.
