Why don’t we add locks to the carts, so that they can’t be taken off the supermarket property? There is already a system in place in DC. If you go to Safeway and try to take your shopping cart out of the parking lot it locks up, the wheels don’t move and guess what you can’t take it with you. This would reduce the number of carts being used by the homeless all over our city. It’s a very simple solution.

First and foremost, those locks are easily circumvented. But the main issue with your suggestion is that it doesn’t address the reason why people become homeless nor would it help people who are already homeless to survive or get help. People don’t choose to live on the street because it is easy so making it more difficult will certainly not encourage people to do something that they are incapable of doing on their own.

Firstly, This isn’t an issue for the city.
Secondly, I don’t know of a supermarket in SF that doesn’t have this in place already.
Thirdly, it does nothing to prevent people who really want to steal a cart from stealing a cart.

Most of the homeless people I see don’t have shopping carts anyway.

Their love of shopping is what made them homeless in the first place

Most SF grocery stores already have a system like this. In Germany they had a better system when I was visiting. The shopping cars are chained together and in order to release a cart you had to insert a one mark (here we could maybe use quarters) into a sort of lock on the cart. When you put your cart back and link it up with the other carts you get your quarter back.
