Run a campaign to boycott gangs: "If you have to buy, buy from someone other than gangs." It won’t get rid of the drug problem but it will disperse the violence and murders cause by gangs.
For drugs, try licensing (medicinal) drug use like marijuana; legalize low-dosage drugs for recreational use.
