I would like to see our city adopt a Clean Up campaign for litter that rivals the Keep American Beautiful...those ads in the early 60's showing the Native American on a horse with a tear in his eye.  This helped shape the attitudes of a whole generation about litter.  Before that time  people would think nothing of throwing things out of car windows as they drove along the road.  WE CAN CHANGE PEOPLE'S BEHAVIOR, BUT WE NEED A PLAN.    Here is my idea:   1.
