Not a solution but a cry for HELP.
BUSES-why no "low to the curb" buses-easy for handicapped, seniors, strollers, small children.
Why are the buses so FILTHY-often hard to see out of windows.
Smaller less affluent cities: e.g. Pittsburgh, PA do not have "state of the art" buses-clean-drivers in full, clean, pressed uniforms. such neglect problems.

Unless a homeless person can prove that they LIVED in San Francisco for at least two (2) years before they BECAME homeless; they should be sent back to their home city, by bus. And that bus fare can be paid back to our city within a years time. In other words, not a previous tax paying resident -- no low or free services PERIOD.

Have separate raised lanes for buses. Have separate lanes for bikes that are clearly marked. Have separate lanes for cars. On all major streets, van ness, market, etc. This way people who take public transit will arrive faster then cars in rush hour and be excouraged to ride muni. More people will ride bikes if they have safe lanes to do so, which will also take more cars off the roads.

On the homeless it would seem much more humane and effective to provide 24.7 open shelters with locked storage bins...know that this costs more but it would permit people who are ill or incapacitated from being forced out on the streets and those that want to look for work from having to schlepp their belongings around.
On the buses, wouldn't it cost less after the initial capital investment, to have mini buses to augment service to busy routes during peak hours and make the runs on less busy routes during off peak times, save on gas and the size of

I never take the Muni becasue it is far too slow. Most buses stop at every corner. Why not have them stop every 3 or 4 blocks? Most people would trade a 1 or 2 block walk to get get to their destination in a more reasonable time. It would also save energy since starting and stopping uses more energy.
My other suggestion is the bus lanes on Post Street. There are only three streets to come downtown on: California Street, Bush Street, and Post Street. When you take lanes out of use (for private passenger vehicles), you are not

Put one-way doors at the rear of the buses to keep people from entering at the back of the buses and not paying. It happens a lot.
Have City employees earn comp time instead of overtime. They would get time off for extra hours worked, but not extra pay.
Could save you a lot of money!
