The city should build a new city services building somewhere near Civic Center. (10th and Market would have been perfect). First floor could be a huge medical and mental health clinic. Next floor all of the social services (MediCal, food stamps, welfare, etc). Combine all of the departments and agencies in one big building (Health, Human Services, MUNI, Building, MTA, etc).
