A cute little crab ("no dumping") sign marked the storm drain, showing where to poke the stick to clear leaves away. Then the intersection and walkway drained so quickly it was fun to watch. Crab signs might be too expensive to install on pre-existing sidewalks. Would it be a good idea to paint small aqua arrows on curbs above the storm drains that routinely get blocked and hidden by puddles - the ones DPW gets called to clear a lot? Then maybe folks could just clear them quickly and spare DPW on busy, rainy days.

Take a ride on the street sweepers in each neighborhood. Notice how most streets can not be cleaned because of parked cars in violation of posted street sweeping times. Then ask yourself why none of those cars are ticketed? And then ask yourself why the DPW is experiencing a budget shortfall. Street cleaning is the only effort we have to make any improvement in the litter strewn make-up of this city and the street sweepers can NOT get to the litter if cars are parked in violation and those cars park in violation, because they are not ticketed.

1. Set up small teams within the DPW. Set up a Map of the City. Have crews assigned to regions within the city and they must methodically travel each road and fix each pot hole they encounter. Cross of roads done untill all complete, then have them repeat process.

I am S.F. born and raised and have had many ideas but don't know if they are feasible with all the political machines involved but here it goes.
First -- Could someone, working between different depts. in the city, start a job program as a paid trainee exempt. position at say min. wage- for unemployed to do the work of interest, learn the job for experience, and be paid? Example a employed City Gardener trains the person on site- the weeds get pulled , grass trimmed, hedges, etc. which does not seem to be the case all the parks and playgrounds

I work for the City and County of SF in the Dept of Health. I think we badly need a single City of SF Services Building that could be built somewhere near City Hall. Many of the city's departments are spread all over in leased space that are making lots of money for the landlords, and losing lots of money for the city. If we were all combined in one large building, clients could get many of their health services and social services in one location, and residents could find building, planning, MUNI, DPW, etc all in one place. The City is doing OK in regards to public property, but the greatest problem lies with private property. The current process is as follows.
A call is received by DPW (now via 311) about the location and description of graffiti on private property.
An SR (Service Request) is generated and the SR number is communicated to the citizen who made the report and the SR is forwarded to DPW.
DPW sends someone out to the property to post an NOV (Notice of Violation) on the premises, a picture is taken of the graffiti and a copy of the NOV is also mailed

More Trash bins.
Eliminate the free newspaper machines which end up all over the street.
Littering is a fine isn't it? Let's post no littering signs in spanish/english with the dollar amount.
How about some DPW workers walking beats in the mission ginving out tickets and pay them a commission for every ticket they write. Something must be done about the trash. It is a disgrace in a wonderful neighborhood. Kudos on the "NO" plastic grocery bags. That will be a help.
