How about fare machines at bus stops?  I would advocate a system like BART with prepaid cards that have to be run through a machine to release the turnstyles, even on busses.  These could be available at bus stops through credit or cash. Though this would create an onus on seniors and children to purchase their tickets as monthly or weekly passes so they can get a discount, it would greatly simplify the fare structure, and allow for far greater revenue from fare collection.
