When a police officer hears an especially loud motorcycle pass by, ticket it. Simple, affordable, and legal. No new laws, no new staff, just do the job.
MUNI filth. When cutting the budget to MUNI perhaps cut something other than the cleaning staff. BART is right up there with Muni in cutting the cleaning staff while so how managing staff raises for the top administrators. I want to see them on the bus.
How about signs on the bus that suggest that the bus is not for carrying on conversations on cell phones.
People want a WiFi city but people don't

Parking fine fees have been increased to help off-set MUNI budget shortages. Why not increase moving violation fees to help increase traffic and, more importantly, pedestrian safety. As Susan Leal once said, "it is anarchy on our streets." And the situation has only gotten worse since her stance led to an increase in the number of traffic cameras. 1) Hold club promoters accountable for the littering they knowingly generate. Make it illegal to distribute or post flyers on cars or buildings. Impose a Flyer tax for clean up.
2) Aren't there noise laws in place already and don't those apply to motorcycles? I would just enforce the laws we have. There is no reason a motorcycle should be so loud that it can be heard blocks away.
In general I think the City should enforce laws that are in place. Too many people are getting away with being bad citizens and should be held accountable.

In order to prevent all those absurdly loud motorcyclists from ruining the last vestiges of urban quiet we have, even in the wee hours of the night (you know the kind - the ridiculously loud Harley with no muffler that deliberately accelerates full tilt off a stop sign at 2am, setting off car alarms, waking you and your whole family up...), make it ILLEGAL to take a vehicle above a certain decibel level that can be objectively measured by a device carried by a police officer; just as officers use radar guns to nab speeders, we can take the lead
