I get the Examiner, never read it, and sometimes wait for it to pile up before I recycle them. I know I could probably clean it up each time I get one but I NEVER READ THAT CRAPPY PAPER and don't think they should be allowed to litter our sidewalks if we didn't specifically request their "newspaper". Fine them. Same goes for restaurants that rubber band their menus to our doors. I specifically never go to these restaurants due to them being annoying. Not to mention the food probably sucks if they are so desperate they need to go door-to-door

1. Enforce new cleanliness rule. All publications over one page must have major spine staple. This gives publishers a chance to raise prices. This will stop loose papers from blowing around the streets. City to use revenues exclusively for cost of picking up loose paper.
2. Many owners of dogs and cats do not act responsibly. Prohibit pet-walking in certain area (e.g., business area)
3. Restaurants being squeezed. Transfer some of the tax load to gas stations.

The free newspapers and door knocker advertisements end up on the streets of SF. Similar to the ban on the use of plastic shopping bags, the city should consider a similar ban. The waste of paper alone is costly and the continual paper in the streets, on the sidewalks, in the bushes, etc. contributes to the feel that SF is unkept and dirty.

The amount of litter on the sidewalks and gutters is worthy of a third world country. Why not do what citizens of other countries do naturally and legislate that shopkeepers and homeowners must clean the sidewalks in front of their stores, homes? It doesn't take much for a person to take a broom and sweep the sidewalk right in front of where they live or work. If everyone pitches in, SF could look much better. And place more garbage cans on street corners (I know people steal them and they cost money). I pick up newspapers flying down the street
