It contributes to stress and negatively impacts quality of life in a city with tightly built neighborhoods. I was very unpleasantly surprised that construction is allowed to go on until 8pm at night all over the city (no permit required), including residential neighborhoods. I experienced this unpleasant fact in the Mission when Fire Station #7 decided to saw and hammer all night building a building in their lot. I've lived in other cities and most construction was not allowed in residential neighborhoods (except in emergency) after 6pm. The term "keeping the peace" could be loosely applied here.

Future Muni buses should have encapsulated (diesel) engines in order to bring down the noise level in SF.

When a police officer hears an especially loud motorcycle pass by, ticket it. Simple, affordable, and legal. No new laws, no new staff, just do the job.
MUNI filth. When cutting the budget to MUNI perhaps cut something other than the cleaning staff. BART is right up there with Muni in cutting the cleaning staff while so how managing staff raises for the top administrators. I want to see them on the bus.
How about signs on the bus that suggest that the bus is not for carrying on conversations on cell phones.

What we really need for this city is a comprehensive ordinance that prohibits forced listening. Under such an ordinance, it would be illegal to:
1. Play automobile or portable stereos/boomboxes, or to use loudspeakers (even if a permit is granted to use them), in such a manner that the talk or sounds from them are heard by anyone other than the user of them or by persons who are part of willing audiences.
2. Talk on cell phones in any place where the talking can be heard by anyone other than the cell phone user.

Motorbikes: Terribly noisy... Not to be allowed if at all possible.
More education in schools, churches of any denomination about the extra stress people are getting from noise; funny short documentaries could be made at film schools on a college level for a prize. Guess public speakers trainees (and/or Toastmasters) could prepare many speeches on the topic. "A Good Citizen bylaw" should be published, any infraction should enable police department to issue a ticket: Noise!
Too many youngsters going home late on week-ends talking, laughing out loud for extended period of times after 10:00 pm - it is happening too often.

Investigate, Identify then penalize all the many SF "principal" tenants who, in turn, rent at a substantial profit to second tenants.
The city is filled with such cases wherein "principal tenant" benefited rent control for a number of years, then in turn, say that they are "sharing" their apt. at a current market rent rate to second tenant. Often time, it is not really sharing but ending up with only a room w/small closet and sharing kitchen and bathroom - there is hardly or no sharing of the living room; yet, principal rents to second tenant often time, double rent or Read This Posty »

Kudos to your efforts to foster biotech companies in SF and to establish a quality-of-life court.
Here is something SFPD should really do something about. I live at 4th and Harrison right near the City Nights club. I always see police outside of the club on Friday and Saturday nights to keep the peace. But when I'm trying to sleep at 1AM and some clubgoer pulls up to the intersection with a car stereo that shakes my ENTIRE apartment building, that also qualifies as disturbing the peace. Those people should be arrested for such blatant disrespect and prosecuted, maybe in this Read This Posty »

1) I complain about the rude drivers in the city who run stop signs and don't care if you're in the cross walk or not. I don't know how to fix this except to perhaps have enforcement campaigns work certain areas of the city. I jog through the city streets and every single time I encounter a careless driver who makes me fear for my safety. Also, the heavy traffic is really frustrating, but I don't know what to suggest about that.
2) Parking is obviously a problem in this city, which leads to double parking which is another problem. Read This Posty »

Smog checks are clearly not being enforced very stringently judging by the foul smoke that comes out of some cars and motorcycles.
Motorcycles should also need to be more quiet. They cause most of the traffic noise in the city and often have poorly tuned engines that must emit a tremendous amount of greenhouse gases.

1) Hold club promoters accountable for the littering they knowingly generate. Make it illegal to distribute or post flyers on cars or buildings. Impose a Flyer tax for clean up.
2) Aren't there noise laws in place already and don't those apply to motorcycles? I would just enforce the laws we have. There is no reason a motorcycle should be so loud that it can be heard blocks away.
In general I think the City should enforce laws that are in place. Too many people are getting away with being bad citizens and should be held accountable.
