Here's an idea you'll never use: Focus on San Francisco residents before tourists. Start with the cable car lines. Why is it that if I want to take a cable car from Powell/Market to say North Beach to have a nice dinner with my girlfriend, I have to wait in an unreasonable cable car line full of people who only desire to ride it all the way to the end? Allow people with monthly fast passes to skip the line. There are so few of them relative to the tourists in line that the affect on tourist wait times will

When I am driving, I look around and see few cars, but yet I am stuck in traffic because the lights are not in coordination. In new york, there is much more efficient use of traffic lights and thus traffic moves much faster. If you can only do one street, let it be Columbus Avenue running from North Beach to Downtown. I Live in North Beach and one of the reasons that there is no parking and there are huge numbers of drunk and rowdy drivers every weekend is that BART doesn't serve this major urban area by running trains late on the weekends. How they can annoint themselves one of the most efficient transit systems in the country when there is absolutely no service when it's desperately needed is beyond me. I have travelled on late trains and they are in my experience very full.
