Do sufficient copmacting. Use a pneumatic tamper mounted on a backhoe which can exert more force than the hand held tampers. After initial tamping, water the area and let it sit (under a cover plate) for a day or two.  Then tamp it again before applying asphalt. Will this cost more than the present approach.  Yes, but  the work will last a lot longer and not add unnecessary wear and tear to the public's vehicles.  Nor will the city have to send out a repair crew.
