Here are two actions we should (but won't) take: 1) Increase gas tax by 100%, 200%, 500% or more. 2) make the tax money available for schools and law enforcement as well as transportation. This will accomplish four goals: 1) raise revenue for underfunded state needs, 2) penalize people who are "over-autoed" - that is, a single person who owns/drives a huge SUV or 4WD when they could get by just fine with a small gas efficient car, 3) increase usage of mass transit to reduce need for more highways, 4) encourage/force auto manufacturers to increase efficiency through innovation. Motorbikes: Terribly noisy... Not to be allowed if at all possible.
More education in schools, churches of any denomination about the extra stress people are getting from noise; funny short documentaries could be made at film schools on a college level for a prize. Guess public speakers trainees (and/or Toastmasters) could prepare many speeches on the topic. "A Good Citizen bylaw" should be published, any infraction should enable police department to issue a ticket: Noise!
Too many youngsters going home late on week-ends talking, laughing out loud for extended period of times after 10:00 pm - it is happening too often.

Get rid of the lottery. It creates many more problems than it solves, and doesn't solve the main problem it's supposed to. Getting your child into a public school has become a nightmarish process. People end up having to drive their kids to school, even if they live within walking distance to some schools, because their kids don't go to the nearby-schools. Many people end up sending their kids to private schools (even if they can't really afford it) who would have gone to public schools because they feel the school they get into isn't good enough or close enough.

1) Promote home ownership by people who already live in the city. People who own houses in the community are invested in the community and will help to care for it.
2) Sharply limit the number of "investment properties" that can be purchased in the city.
3) Provide funding for long-term mental health care. I am a mental health professional, and work every day with people who will never be able to support themselves. These people need our care and compassion. They do not need *bus tickets out of town* where they will become "someone else's problem".
