Smog checks are clearly not being enforced very stringently judging by the foul smoke that comes out of some cars and motorcycles. Motorcycles should also need to be more quiet.  They cause most of the traffic noise in the city and often have poorly tuned engines that must emit a tremendous amount of greenhouse gases.
