					<description>Regarding transportation within San Francisco, a combination of measures (rather than a single measure) could improve the efficiency of the system without impacting the low income residents and workers.  For example, if congestion fees are established for business districts to reduce traffic, these fees could be used to lower fares on MUNI.  

Alternatively, congestion fees could be applied only during specified times (e.g. commute hours.)&lt;ul&gt;&lt;li&gt;&lt;label&gt;Overall Rating&lt;/label&gt;: 1&lt;/li&gt;
